The HTIC by-laws describe the role of the board of visitors as:

"The membership of the Board of Visitors will consist of representatives from industry, government, and education. Their mission will be to provide HTIC with guidance regarding marketplace conditions, requirementss, and opportunities. In addition, HTIC will look to this body to provide insight into industrial issues of potential concern that might be addressed by HTIC. The membership will be appointed by the Executive Management Board upon recommendation of the Director and the Scientific and Educational Steering Committee. Members will normally be appointed to a three year term, with reappointment possible. The terms will be staggered so that approximately one-third are appointed each year. Meetings will normally be held at least annually but may be called more frequently by the Director if needed. The meeting will be chaired by the Director."
