his University Guide to Services has been prepared to provide University faculty and staff with an overview of the missions, programs, services and responsibilities of the various University administrative and service/support departments, along with links to more detailed information regarding specific administrative programs, policies, procedures and forms available on University departmental websites.
This Guide has been prepared and is maintained under the direction of the Office of Administration and Finance, which has the sole responsibility for placing approved subject matter in this University Guide to Services. Recommendations for additions and/or revisions to this University Guide to Services are welcomed.
All recommendations that provide additional information relating to University departments, programs, responsibilities, policies and procedures, which are in accordance with established policies, will be issued by the Office of Administration and Finance as a revision to this University Guide to Services. The Office of Administration and Finance will update this University Guide to Services periodically by reviewing each section with the responsible department.


Nicholas Hathaway, executive vice president and vice president of administration and finance at the University of Oklahoma, serves as the chief of staff for the president of the university as well as the chief business officer and chief operating officer for service units within the institution.
As executive vice president, Hathaway ensures that the president's programs, initiatives and projects are moving forward in a way that the president would want. A trusted member of the university community, Hathaway is in daily contact with deans, directors and vice presidents who keep him abreast of activities in their areas so that Hathaway may keep the president informed. Hathaway also serves as the president’s liaison to OU’s faculty and staff governance groups as well as to the larger Norman community.
As vice president in charge of administration and finance, Hathaway has more than 1,000 employees reporting through his administrative structure, and is responsible for administering a budget of approximately $500 million annually. He also is responsible for overseeing the financial affairs of the university including the annual budget process which accounts for $1.48 billion in total university-related spending.
