Subject: Faculty Senate Reapportionment for 2001-04

Pursuant to the guidelines provided in the Faculty Handbook, we propose the attached reapportionment for the next triennial, 2001-2004. Figures for the number of current faculty were provided by the Office of Institutional Research. The numbers reflect the tenured and tenure track faculty on the payroll for the Fall of 2000 (excepting the ROTC faculty). Faculty members in Provost-direct units were allocated to their academic location as provided by joint appointments. Figures for previous years are derived from reports by previous as hoc committees on reapportionment.

Our recommendation is attached in Table 1 under the column labeled, "Proposed Seats 2001-2004." We have utilized the same formula as the previous five reapportionments (at least). We began by allocating one seat each to the Graduate College and to Liberal Studies, as required by the Handbook. Of the remaining 48 seats, we allocated them on a straight percentage basis. Following normal rules of rounding, that approach allocated one too many seats, so the unit with the smallest fraction/decimal (Architecture) is rounded down from 1.53 seats to one seat to provide the appropriate number of seats (48).

Traditionally we have included separate allocations for the University Library faculty and the ROTC faculty. We now have Honors faculty in a similar, non-degree granting category. Our proposal is to combine the Honors and the library faculties and allocate one seat to them (combined) and to allocate one seat to ROTC. [This allocation is appropriate according to the numbers of faculty in the units.] ROTC does present a unique case, and we have proposed following tradition by allocating them a senator as their numbers merit, but we do support the Faculty Senate initiative to review the definition of "faculty" and the representation thereof.

Tables 2 and 3 are provided solely for informational purposes. They show the trends in the number and percent of faculty.
