UNIVERSITY OF OKLAHOMA (Norman campus)

Minutes of the General Faculty Meeting of April 29, 2004

Prof. Michael McInerney, Chair of the General Faculty and the Faculty Senate (Norman campus), called the meeting to order at 4:00 p.m. in Dale Hall 211, with approximately 30 in attendance.

Human Resources Director Julius Hilburn presented information about medical and dental insurance for calendar year 2005 and legislation affecting the Oklahoma Teachers Retirement System (OTRS).  The medical insurance company selected through the bid process will be compared with the state’s plan in late August.  The decision on a dental insurance company will also be made in August.  A bill in the state legislature would allow new and current employees the option of participating in OTRS or an alternate retirement plan and would increase the retirement benefits for OTRS members who were members before 1995 and were affected by the 1995-2007 salary caps.  [Note: The bill passed, and an alternate retirement plan is being developed.]

Due to lack of a quorum, a vote could not be taken at the meeting on the proposed revisions in the General Faculty and Faculty Senate Charter and the apportionment of Faculty Senate seats for 2004-07, which were endorsed by the Faculty Senate April 12, 2004.  The proposals were sent to the general faculty by e-mail, and the faculty voted to approve the charter 138-23-2 and to approve the reapportionment 141-16-6.  One revision in the charter adds ranked renewable term faculty to the definition of regular faculty (http://www.ou.edu/admin/facsen/charrev04.htm).  Under the new senate apportionment, the College of Fine Arts loses a seat and the non-degree-recommending units gain a seat, with the new seat shared by the Honors College and Energy Center (http://www.ou.edu/admin/facsen/fsapporrep04.htm and http://www.ou.edu/admin/facsen/fsappor04.htm).

The meeting adjourned at 5:15 p.m.
