Is there a future without civil service and civil servants? This volume concludes a large comparative project that started in 1990. The book considers the changes in the past fifteen years, and looks to the challenges facing civil servants in the 21st century: performance, globalization and legitimacy. Given the lack of attention for civil servant systems, as specifically public sector institutionalized arrangements in a political and societal context, this study fills a clear gap.

This book provides a comparative global review of civil service reform within a consistent theoretical framework.

Over recent decades the civil service has come under intense scrutiny. The role and position of the civil service as central to the public sector has been seriously questioned. This volume provides a comparative study of civil service systems, exploring regional variation and development in North America, Europe, Asia, Africa and Australasia. The cast of international contributors provide new insights into key areas including the impact of juridification; the role of middle-level and local government civil servants; and values of civil service systems. Providing a systematic framework for analysis, this collection offers a comprehensive global study of a key governmental institution.
