Minutes are presented in chronological order as issues were
discussed during the business meeting

Manusov calls
meeting to order and thanks members for coming.
-
2006 business
meeting minutes were approved.
-
Report on the
2008 Conference in San Diego, CA.
-
Burgoon
reported that the theme of the 2008 conference will be
“unconventional.” The theme of the conference hopes to promote
outreach to allied disciplines. Burgoon reported that Betsy
Bach, 1st vice president NCA and conference planner,
said the theme hopes to establish collaboration with scholars of
other disciplines. NCA is providing $5,000 conference wide to
defray travel expenses for divisions to bring in guests as
outside scholars. Burgoon reported that there was no information
provided as to how NCA was going to handle all of these
different guests or how the money would be allocated.

Burgoon
reported all designated
presenters, panelists, chairs, and respondents must pre-register
for the conference by August 6, 2008 or be dropped from the both
the printed and posted convention program. For multiple-authored
papers, a minimum of one author, designated as the presenter,
must pre-register. Claude Miller
said that this hurts students because they don’t know when they
will receive funding to attend. Paper and panel submission
deadline is Feb. 13, 2008.

Burgoon
said that the reason the executive board gave for requiring
registration was they discovered there were people attending the
conference without registering. Diana Ivy said that she had
heard there were 400 people who were not registered, amounting
to approximately $125,000 the association was losing. Members
discussed other options that NCA could institute instead of
dropping everyone’s name off of the paper and panel.

Burgoon
said that NCA wants 10% of each division’s programs to be
scholar-to-scholar for the 2008 conference. If a division wants
to bring in outside scholars and receive funding, they must
submit by Feb. 13th.

Burgoon
reported that the
Legislative Assembly
approved a policy to change Sustaining and Patron membership
benefits. The policy separates convention registration from
membership. According to NCA’s executive board, the result will
be a fair pricing structure where all members pay the same
amount for the same benefit.

Burgoon
stated that the NVC division was given three panel slots and one
business meeting slot for the 2008 NCA conference. Burgoon said
she had requested and will request again that our panels and
business meeting not be scheduled at the same time as other
divisions’ top papers and business meetings. She noted that this
year’s business meeting was scheduled at the same time as Social
Cognition’s top four paper panel.

Burgoon
asked members if the division’s interdisciplinary panels for
2008 should draw only from California or extend more broadly
throughout the Southwest. Manusov said that if we invite
scholars from the entire Southwest, NVC division panels will not
capture local scholars’ specialties in conference cities.

Co-sponsoring
of Panels with Other Divisions
-
Ivy raised
a question about NVC division’s policy of co-sponsoring panels.
She reported that Shawn Wahl submitted a panel co-sponsored with
the Instructional Communication Division. The panel was accepted
but never programmed. Burgoon said she was not aware of this.
Burgoon noted that NVC division focuses on interdisciplinary
panels from local scholars in other disciplines. She reported
that the division does not have the mechanisms to review papers
and panels.

A
discussion ensued as to what the composition of NVC division’s
panels should be. Ivy and Wahl suggested that at least one of
the division’s panels should have NVC division members on it.
They suggested a panel that raises interest in teaching and
researching nonverbal communication. Manusov said we should try
every year to have a cross-disciplinary panel. Burgoon noted how
successful drawing local scholars from other disciplines has
been. Manusov noted the value of interdisciplinary panels and
talking across disciplines.

Maureen
Keeley said the division could sponsor a panel with either the
health communication division or the political communication
division. Buck Ross suggested a panel co-sponsored with the
political communication division, particularly since 2008 is an
election year.

To receive
additional slots so members’ panels can be programmed, Burgoon
suggested that perhaps one of the three division’s panels be
scholar-to-scholar. She also suggested that the division could
submit a tri-sponsorship with other divisions. The division
could take advantage of local scholars on two panels, and the
third would be a multi-sponsored panel. Burgoon suggested the
division could also simply ask for more panel slots.

Joe Walther
suggested a cross-disciplinary pre-conference to help the
division get more exposure. He said this would also less likely
conflict with other events. Burgoon said since the 2008
conference runs from Friday to Monday a pre-conference could
entice more participants. Manusov questioned how the topics of
the pre-conference would be selected. Ivy suggested that people
could submit panels to the executive committee. Manusov said the
division could alter the bylaws to allow for such a proposal.

Burgoon
said she did a thorough search of the NCA program to highlight
related panels to nonverbal communication but found it a
difficult process because of the way All Academic is set up.
Burgoon said she did not receive any nonverbal communication
papers from other division chairs.

Keeley
suggested that the division could try to heighten awareness of
the division by focusing on its interdisciplinary nature with
other divisions. She noted that this could be one way to get
people involved in the division. Walther suggested the division
try to work more with other divisions to bring more papers to
the NVC division. It was suggested that NVC members attend
division business meetings to advertise for NVC and to encourage
co-sponsorship.

Presentation
of Top Paper Award
-
The
division’s top paper award was presented to Stacie Renfro Powers
from the University of Connecticut. Her paper was titled, “An
fMRI Study of Neural Responses to Spontaneous Emotional
Expressions: Evidence for a Communicative Theory of Empathy.”

Burgoon
reported that 21 papers were reviewed by the division. Burgoon
thanked April Trees, Diana Ivy, Shawn Wahl, and Norah Dunbar for
reviewing the papers.

Proposed
Change to NVC division Bylaws
-
Manusov suggested that, because the vice
chair’s responsibilities are so substantial, we should change the
division’s by laws so that the vice chair serves for only a one
year term and is elected the opposite year of the secretary. In
the year that the division does not have a vice chair, the past
chair runs the election committee. Manusov proposed that the
secretary be elected for a three-year term. Walther moved that the
bylaws be amended as proposed. Ivy seconded the proposal.
Membership approved.

Election of
Vice Chair
-
Norah
Dunbar from California State University at Long Beach and Cindy
White from the University of Colorado at Boulder were nominated
for vice chair. Burgoon spoke highly of both candidates. Neither
candidate was able to be present at the meeting.

White was
elected vice chair of the 2008 conference.

8. Nominating and Review Committees
-
a.
Manusov noted that the division needed to nominate
individuals for the nominating and review committees. Burgoon
suggested that, since both committees need a number of people, all
of the division members present be elected to either the
nominating or review committees. Keeley moved by proclamation that
those members present be elected to either committee. Membership
approved.

b.
Members elected to the review committee were Diana Ivy,
Joe Walther, Art Ramirez, and Maureen Keeley. Members elected to
the nominating committee were Shawn Wahl and April Trees.

c.
Norah Dunbar was elected to the executive committee.

Discussion of
Raising the Division’s Vitality
-
A
discussion ensued about how to get more people involved in the
division. Burgoon suggested that it’s important the division be
given better time slots so people will attend the division’s
panels. She said that she will ask that our panels not be
slotted against top papers and be placed on Friday and Saturday
mornings.

Ivy
suggested that a panel focusing on the election. (See Ross
comments in 4c.) Miller said there has already been a lot of
media attention regarding the nonverbal communication of Hillary
Clinton. Manusov suggested that she and Burgoon talk to Betsy
Bach, 2008 conference planner, about sponsoring a special
spotlight panel on nonverbal communication and the election. Ivy
suggested the panel could also examine gender issues.

Ross
suggested a panel related to issues of health communication.

Miller
encouraged attendees to visit the NVC website.
