About OTD

Jim Bratton

Jim is the Assistant Vice President for Economic Development and the Executive Director of the Office of Technology Development at The University of Oklahoma. He teaches Entrepreneurship in the Price College of Business and manages two technology investment funds for OU.

Prior to joining the University, Jim spent over 15 years as a Venture Capitalist investing in start-ups and university spin-outs.  He has invested in and advised over thirty technology-based start-ups including QTera, Optium, Biofisica, Bladelogic, Digital Furnace and Enpocket.  He has led new company formations, follow-ons, strategic partnerships and exits as well as secondary investments in partnership funds.  Most recently, Jim led an Atlanta-based IP search firm, IP2Biz, to a successful turnaround by implementing a new business strategy, company reorganization and financial recapitalization.

Jim began his career with BFGoodrich Aerospace managing operational and customer support resources for commercial airlines in Europe, Africa and the Middle East.  He is currently the Chairman of the Oklahoma Venture Forum.  He is an Eagle Scout, Scoutmaster, recipient of the Charles L. Sommers Triple Crown Award and an avid fly fisherman.  He earned his MBA from Duke University and holds a BA in French and Economics from Sewanee: The University of the South.

Gina McMillen

As Director, Office of Technology Development, Gina McMillen manages the process of commercializing intellectual property originating from the Health Sciences Center.

Dr. McMillen brings a combination of research, corporate and start-up company experience. Prior to joining OTD in November 2008, Dr. McMillen spent 9 years working for Oklahoma start-up companies. She managed operations of JK Autoimmunity, Inc., (1999-2004) and served as Ekips Technologies Inc. Veterinary Medical Director (2004-2008) where she was PI on several SBIR grants and oversaw company efforts to develop a rapid breath test to assess bovine respiratory health. Additionally, she has held previous positions managing veterinary clinical research with SyntroVet Inc. (1995 to 1997) and Heska Corporation (1997 to 1999) involving projects ranging from early proof of principal concepts to post-approval marketing studies.

Dr. McMillen earned her B.S. degree in Agriculture from Kansas State University in 1987, Doctor of Veterinary Medicine from Kansas State University in 1989, and a PhD in Microbiology from Kansas State University in 1995.

Meredith Wilkerson

As Technology Development Associate, Meredith Wilkerson works with OU researchers to evaluate inventions for intellectual property protection and commercial potential.  Meredith joined the Office of Technology Development in February of 2016 and analyzes new disclosures for technical development, patentability, and practical utilities.  

Dr. Wilkerson earned her B.A. in Human Biology, followed by her Ph.D. in Neuroscience from the University of Kansas.  After completing post-doctoral fellowships at the Washington University School of Medicine in St. Louis and the Lynn Health Science Institute in Oklahoma City she began coordinating and managing clinical research trials.  Dr. Wilkerson possesses an academic research background in sensorimotor development, adaptation, and entrainment in addition to her experience with phase I-IV clinical trials in a wide variety of indications.  

Andrew Pollock

Andrew Pollock joined the Office of Technology Development in March of 2014 as the Director of Business Development.  In this role Andrew’s focus is to transition University IP assets to commercial entities for introduction to the market for the public’s benefit.  Additionally, Andrew manages internal relationships with novel knowledge generators from the Norman and Tulsa Campuses, and collaborates with inventors to convert concepts into marketable IP.

Andrew brings a diverse background of previous work experience in companies ranging from small start-ups to Fortune 500 subsidiaries.  As a Biomedical Design Engineer Andrew was part of the team that developed the Bio-Mechanical Interface System utilized by the DARPA Revolutionizing Prosthetics 2009 program.  In addition he has served as project manager for multiple private joint venture projects including development agreements between industry and public government laboratories.  Focused on product-market fit, Andrew has led technical and customer service departments with the goals of gaining field acceptance of novel technologies and customer retention through strong support.  Operationally, he was part of a manufacturing engineering team that lead a lean transformation of an established custom manufacturer, yielding over a $10 million revenue gain in a single year.

Andrew is a proud graduate of the University of Oklahoma holding a BA in Zoology, with postgraduate work in Biomedical Engineering.

Chris Corbett

Dr. Christopher Corbett, Director of Intellectual Property for OTD, oversees the University’s patent portfolio and directs US and foreign IP prosecution by outside legal counsel. He works with inventors from all three OU campuses, bringing a unified approach to IP protection for the University. Chris also drafts provisional and utility patent applications of University inventions for filing by outside counsel. He joined OU in 2013 after 21 years in private practice at Oklahoma's original IP law firm. One of Oklahoma's longest-practicing patent practitioners, Chris has a deep and extensive background in patent application drafting and prosecution. He has written and/or prosecuted over 1,500 US and foreign patent applications in the areas of biotechnology, chemistry, pharmaceutics, semiconductors, chemical and materials engineering, medical devices, and mechanical devices.

Dr. Corbett has B.S. and M.S. degrees in botany from Oklahoma State University, and a Ph.D., in animal population ecology from the University of California, Davis. He passed the U.S. Patent Bar in 1992 and is registered to practice before the USPTO (Reg. No. 36,109). 

Regina K. McNabb

As the Office of Technology Development's technology transfer administrator, Regina McNabb oversees all technologies for the university.  She is responsible for reviewing and tracking technologies; working with and monitoring patents, copyrights, trademarks and licenses for the university; and reviewing and negotiating technology transfer issues in research agreements.  

McNabb joined OU in 1996 and, prior to her appointment in OTD, worked in the Office of Research Administration and Proposal Services.  She holds a bachelor of business administration degree from OU.

Ruth Ann Shaffer

Technology Transfer Administrative Assistant for the Office of Technology Development Ruth Ann Shaffer joined OTD in September 2005.  She came to OU from Illinois, where she worked for a K-12 public school district for 13 years. 

Shaffer holds a bachelor’s degree in psychology with a concentration in social work from Hood College in Frederick, Md. She is currently on the personnel policy committee for a second term.
