      It is the policy of the University of Oklahoma to comply with all U.S. laws and regulations, including those that govern export controls and trade sanctions. While most activity at OUHSC is not subject to export control regulation, there are some situations in which the export of certain items, technology, software source code, biological or chemical materials may be prohibited or require a license from the U.S. Government. The Office of Export Controls is here to assist the OUHSC community in complying with export controls. Click here to view the export control policy at OUHSC.

      What are export controls?

       

      The U.S. Government restricts the export or transfer of certain goods, technology, software code, and chemical and biological materials. Any item, software, material or technology that is sent from the United States to a foreign destination is considered an export. This can include the release of technology or source code to a foreign national in the United States. This is considered a “deemed export” and in some cases may require a license. While the majority of activity undertaken in a university setting is not subject to these regulations, the following can subject your activity to export control regulations.

       

      Please contact the OEC prior to:

       

      • Accepting publication restrictions on your research
      • Accepting proprietary or confidential information
      • Accepting specific access or dissemination controls on your research, such as restrictions on foreign national participation
      • Shipping items, equipment, or technology outside of the U.S.
      • Accepting requests to boycott a particular country, business or nationality
      • Traveling to a sanctioned country such as Cuba, Iran, North Korea, Sudan, or Syria
      • Collaborating with or providing services to an individual residing ina  sanctioned country
      • Furnishing assistance (such as training) to foreign military units and forces, both regular and irregular
      • Involving any defense articles or technical data relating to defense articles in your research or other activity

      The Office of Exports Controls will help determine if export controls apply to your activity and if so, apply for a license on your behalf. For more information regarding what is controlled and how the regulations may impact your activity, please visit our website at http://exportcontrols.ou.edu/. Penalties for violations of export control regulations can be severe ($10,000 to $1 million fine per violation, as well as up to 10 years in prison). Since these penalties may be levied against the institution as well as the individual researchers involved, it is essential for all researchers to consider whether their research, on and off campus, is subject to export control regulation and whether or not a license is required.
