Background
When the Big 8 and the Southwest athletic conferences disbanded, four of the former Southwest Conference universities joined the members of the former Big 8 Conference to create the new Big 12 Conference.Chief Executive Officers of the law enforcement agencies at the respective schools each had questions about how the new conference would operate and what adjustments might be necessary to accommodate changed schedules and opponents.
Discussion between Chiefs who had established individual working relationships with colleagues developed the idea of creating a formal organization of the Big 12 Chiefs of Police. Chief Don Cannon, University of Texas, hosted the first meeting on the UT campus at Austin on January 25, 1996.
Since then, the group has met in the spring and fall of each year with each meeting hosted by one or more of the participating agencies. The twice-per-year schedule allows review of football issues prior to that season (typically August) and a follow-up to the prior football season and review of other sports (typically January). The meeting usually includes a tour of the host campus facilities including the football venue for familiarization.
Purpose
The purpose of the organization is to bring together the Chief Executive Officers of the law enforcement agencies at the Big 12 schools, along with selected members of their respective staff, to discuss topics and issues of mutual concern and effect to law enforcement on the Big 12 campuses.
The natural focus of the group has been on improved delivery and coordination of law enforcement and public safety services at conference athletic events, but participantshave also used this forum as a means of informal peer survey and feedback on problems they face.
By example, past meetings have included discussion of police escorts for visiting varsity football teams; policies on officers accompanying their team when competing on other campuses;security for visiting teams; fan conduct; post-game celebration policies, procedure and preparation; and controls on alcoholic beverage use at sports venues and on campuses.
Reports from other campus law enforcement professional organizations are often given, including an IACP (International Association of Chiefs of Police) College & University Section report, and a report from the IACLEA (International Association of Campus Law Enforcement Administrators).
Activities
Ongoing group interaction between meeting dates is enhanced by use of BIG12COPS-L, an Internet list server established to provide a convenient means for designated users to communicatedirectly with all members. This list is routinely used to ask questions and post information regarding current issues arising on individual campuses as well as needs common to the conference or to campus law enforcement.
While the Big 12 has pioneered scheduled cooperative planning and coordination meetings, law enforcement administrators from other NCAA conference have expressed interest in the Big 12group, and are now establishing similar organizations to address common needs.
