2004 APSA Political Communication Division Business Meeting, Chicago, IL

Jerry Manheim called the meeting to order.

The minutes of the previous meeting, which were posted in the newsletter, were approved.
He thanked those who had worked with him in the section during the past year. He particularly expressed gratitude to the organizers of the pre-conference.

2005 Pre-Conference
Manheim announced that the 2005 pre-conference would be a joint effort by Georgetown University and George Washington University. A discussion ensued on what to name the pre-conference. Options presented were to leave the name as the pre-conference, change to APSA Political Communication Conference on ___, change to 20___ Meeting of Political Communication Section, or use National Symposium on Political Communication. A motion was made for option 2, which passed.

Announcements -- Jarol Manheim

• David Paletz had agreed to serve another term as editor of Political Communication.
• The section has re-upped our URL for another seven years.
• Wendy Marker will no longer serve as the section webmaster. Manheim thanked her for her service.

Executive Committee Report -- Jarol Manheim

1. The executive committee had discussed working with a publisher to help subsidize the pre-conference and publish the proceedings of the pre-conference. He urged the section to consider a future arrangement with a publisher for forthcoming pre-conferences.

2. The current dues schedule would remain the same for all rather than instituting a two-tier schedule including a lower rate for graduate students.

Organized Sections Meeting Report -- Diana Owen
APSA is encouraging mentoring in sections and that the APSA website is being revamped. The revamp will allow sections to have their own page they can edit.

Program Planner's Report -- Regina Lawrence
Lawrence reported the proposals were of high quality making the task of choosing panels for inclusion a difficult process. She said the section had been allotted 12 panels and had an additional six it co-sponsored. Also, there were 12 slots for posters. She said she had received 169 paper proposals and 12 proposals for panels. Sixty-four of those proposals were from graduate students. She accepted 74 papers and two panel proposals, as well as three other co-sponsored panel proposals.

Treasurer's Report -- Richard Davis
As of 6/30/04, the section had $8,821.43. During 2003-4, the section had spent a total of $4, 812.82 and had revenues of $5,945.09 for a positive net activity of $1,128.27. Major expenditures were the pre-conference and the annual reception.

Political Communication Report -- David Paletz
Paletz urged authors to have publishers send books for review. He also asked that videos be sent for review. He asked section members to be willing to write reviews of books and films. He disclosed that his emphasis for the journal manuscript submission process is on more creative, imaginative manuscripts.

Young Scholars Committee Report -- Ken Rogerson
Rogerson asked if anyone would be interested in serving on the committee. He also distributed a sign up list for those willing to write a small article for young scholars he would post on a web site young scholars could refer to.

Awards
Jerry Manheim announced the section was giving a plaque for the career award but was issuing paper certificates for the other awards.

The chair of the graduate student paper award announced there would be no award since there had not been enough self-nominations. Questions arose about who was eligible but were not resolved at the meeting.

The Lazarsfeld paper award was given to "Political Information Flows and their Effects in the 2002 Elections" by Charles Franklin, University of Wisconsin; Ken Goldstein, University of Wisconsin; Matt Hale, Seton Hall University; and Daniel Stevens, University of Miami, Coral Gables.

The Graber book award was given to Personal Influence, Cambridge, 1998, by Diana Mutz.

The Murray Edelman Award was given by Tom Patterson to Michael Schudson.

Jerry Manheim made a recommendation for the executive committee that the section graduate student award be named for Steven Chaffee. A motion was made and seconded and was passed.

New Business
Dean Alger urged that a part of the web site be devoted to information sharing on publishing experiences in the field. Jerry Manheim suggested he take it up with the new executive committee.

Isadora Badi of the Media Tenor Institute made a presentation explaining their function and desire to share their results with academics.

Jerry presented a new box for the section gavel and would arrange to get it to Shanto Iyengar, the new section chair.
