Financial Benefits
All NROTC scholarships provide the following benefits:
- Full tuition and fees paid each semester while on scholarship
- Full set of uniforms provided
- Stipend for text books paid each semester (currently $350 per semester)
- Subsistence allowance paid each academic month:

Service Obligation
All NROTC scholarship students incur an active duty service obligation of at least 4 years in the United States Navy or Marine Corps. Depending on the career path chosen, the service obligation may be longer. All NROTC students also incur an obligation to the Naval Reserve for a minimum of 8 years, but any time served on active duty counts towards the reserve commitment also. (For example, an individual who serves 5 years on active duty would have 3 years remaining towards their Naval Reserve commitment.) Members have the option of serving in either the Inactive Ready Reserve (IRR) or the Standby Reserve (i.e., drilling reserves).
The minimum active duty service obligations for each community are listed below:
- Surface Warfare: 4 years
- Special Warfare: 4 years
- Nurse Corps: 4 years
- Marine Corps: 4 years
- Submarine Warfare: 5 years
- Aviation: 6, 7, or 8 years (for NFO, helicopter pilot, and fixed wing, respectively)
NOTE: Aviation commitment begins AFTER the individual completes Naval Flight School, which typically takes 2 years
Minimum Eligibility Requirements
All NROTC scholarship candidates must meet these minimum requirements. An NROTC scholarship nominee must:
- Be a U. S. citizen
- Be accepted for admission as a full-time student at a participating NROTC college or university
- Be morally qualified and posses officer-like qualities. Candidates convicted of any crime involving moral turpitude will not normally be accepted to the NROTC program.
- Meet the age requirements:
- At least 17 years of age on or before 1 Sep of the year of enrollment
- Less than 27 years of age on 30 June of the calendar year in which commissioned
- Exception: Individuals with prior military service may obtain a waiver equivalent to the time they spend on active duty. However, nominees must still at least be under 30 years of age on 30 June of the calendar year of their projected commission.
- Be physically qualified per Department of Defense (DoD) Medical Examination and Review Board (DODMERB)
- Meet Department of Navy requirements concerning prior use of drugs or alcohol
- Meet certain other requirements as prescribed by appropriate instructions
