with Dr. Mark Wolfgram, Assistant Professor of Political Science, OSU
“Collective Memory Formation in Democratic and Authoritarian Societies: East and West Germany 1945-1989 ”

Dr. Wolfgram is Assistant Professor of Political Science (Ph.D. University of Wisconsin-Madison 2001) at Oklahoma State University. His current research interests focus on the intersection of politics and culture in various media. This includes research into the portrayal of ethnic conflict in the media, sociology of memory, collective memory studies, and critical mass media research. He has received research and writing fellowships from Carleton University, the Charlotte W. Newcombe Foundation, the Joan Shorenstein Center on the Press, Politics and Public Policy at Harvard University, the German Academic Exchange Service (DAAD), and the Friedrich-Ebert Foundation. Currently, Professor Wolfgram is finishing a book-length manuscript entitled, "Getting History Right": East and West German Collective Memories of the Holocaust and War.


His current research project has the working title, "Representing Conflict - Projecting Power: European and American Intervention in the Yugoslav Civil Wars 1991-2005." The goal of the project is to observe how and explain why outside actors' views of the Yugoslav civil wars changed over time. How did these changing frameworks of interpretation guide the exercise of power?

Patrick Berron is Consul General of France in Houston, Texas and Head of the Economic Department of the French Embassy in Texas. M. Berron graduated in Political Science from the University of Strasbourg/Institut d’Etudes Politiques. He joined the French Ministry of Finance and Economy (Budget Directorate) in 1967 and the diplomatic service (General Directorate for External Relations) in 1970. M. Berron has held successive foreign assignments as Trade Commissioner or Economic and Commercial Counsellor since 1969 in Canada, Germany, Romania, USA, Italy, Indonesia and Paris.

Mr. Denis Simonneau has been Consul General of France for the states of Texas, Oklahoma and Arkansas, and Head of the Trade and Economic Mission for the same states and Louisiana since 2001. From 1997 to 2001, he was Counsellor at the French Representation to the European Union. From 1996 to 1997, Mr. Simonneau was Adviser to the Minister for European Affairs. He was First Secretary at the French Embassy in South Africa in charge of political and Constitutional matters from 1993 to 1996, and from 1990 to 1993 he worked for the Economic Department of the Ministry of Foreign Affairs.

Consul General of Luxembourg Robert Biwer, from San Francisco, visited campus on August 4. Consul General Biwer was accompanied to campus by Dick Davies, Scheduling Director, and Lance Armstrong, President of the Oklahoma City Chamber of Commerce. The OU visitors met with EU Center Co-Directors Dr. Robert Cox and Dr. Mitchell Smith and Vlad Sambaiew, Diplomat-in-Residence, International Programs Center, University of Oklahoma. The EU Center seeks to enhance knowledge of the European Union throughout the southwest region of the United States. Through the Model European Union program, the EU Center provides education and outreach to schools and universities. April 24-26, 2003, college and university students will meet in Norman to decide the future of the European Union. Playing roles of prime ministers and presidents, ambassadors and commissioners, ministers and diplomats, they will spend two days haggling over policy, resolving disputes, building compromises, and charting the course of European unity. Working collaboratively, students will try to give new direction to the single market, eastward enlargement, and the development of the new euro currency.

John T.S. Keeler is a specialist on French politics, comparative public policy and European integration. He is currently completing a book entitled The Limits of Democratic Reform (Oxford). He is a member of the Editorial Board of Comparative Political Studies, a Contributing Editor of Pouvoirs, a member of the Review Board for French Politics and Society and a member of the Executive Committee of the Council of National Resource Center Directors. He has been a research associate or visiting professor at Nuffield College (Oxford), the Institut d'Etudes Politiques de Paris, the Centre de Sociologie des Organisations (Paris), the London School of Economics and the University of Tubingen. He has also served as a USAID Consultant to the Supreme Rada of Ukraine; his work with the members of parliament involved explaining how elements of the French Fifth Republic's constitution might be "exported" to Ukraine. He received the American Political Science Association's Gabriel A. Almond Award in 1979 and the UW's Distinguished Teaching Award in 1992.

Her books include The Futures of European Capitalism (2002), a study of the impact of European integration and globalization on political economic policies, practices, and discourse in France, Britain and Germany; Welfare and Work in the Open Economy co-edited with F. Scharpf, 2000), a two-volume study of the adjustment of the welfare state to international economic pressures; From State to Market? The Transformation of French Business and Government (1996) and Democratizing France (1990). Schmidt was formerly Professor at the University of Massachusetts, Boston, where she directed the Center for Democracy and Development in the McCormack Institute for Public Affairs and the European Studies Program.

EU Center Graduate Fellow Jasper Sumner, Valerie D’Erman, Daniel Linehan, Nina T. Fernandez Cardozo and Mayra Olivares will represent OU when traveling to the University of Pittsburgh (PA). Valerie, Daniel and Nina will serve as the delegation for Italy. Mayra will serve as a Danish liaison between the Head of State and Foreign Minister for the Washington State University delegation. Jasper Sumner will serve as a faculty advisor and as a judge at the simulation.





The University of Pittsburgh Model European Union simulation brings undergraduate students together to debate issues facing the European Union in a summit setting. The simulation this year will be based on the Laeken Summit, held on December 14-15, 2001 in Belgium. The major agenda issues to be addressed will be; the location of the European agencies or “Battle of the Seats”, the development of a Common Foreign & Security Policy/European Security & Defense Policy and the Laeken Declaration.

Dr. Banchoff’s research and teaching interests encompass German politics and foreign policy, European Integration, and the globalization of science and technology. Professor Banchoff's research and teaching interests encompass German politics and foreign policy, European Integration, and the globalization of science and technology. He teaches the Center's core course on the European Union, as well as a seminar on contemporary issues in German politics. His publications include The German Problem Transformed: Institutions, Politics, and Foreign Policy, 1945-1995 (University of Michigan Press, 1999), and (as co-editor and contributor) Legitimacy and the European Union: The Contested Polity (Routledge, 1999). Professor Banchoff received his MA from the University of Bonn in 1988 and Ph.D. in Politics from Princeton in 1993. He was a James Bryant Conant fellow at Harvard's Center for European Studies in 1997-98 and a Humboldt Fellow at the Centre for European Integration Studies in Bonn in 2000-01. He is now working on a book manuscript, Globalization and the Scientific State.

"Britain and the European Union: At the Heart of Europe or on its Edge?"

In many ways, political developments in Britain mirror the changes taking place within the European Union. Constitutional reform is under discussion in London and Brussels. British devolution is matched by growing demands for regional autonomy on the continent. Are these parallel developments coincidental, or do they represent a strong interdependence between Britain and the EU? This conference will explore the reasons for these apparently similar political developments, and participants are invited to offer a variety of interpretations to answer these and other questions related to the relationship between Britain and the European Union.


Mr. Henry McLeish, former First Minister of Scotland, currently MSP, and formerly MP and member of the Labour government at Westminster will speak regarding political developments in Britain and parallel developments taking place within the European Union. In addition, 12 guests of the British Politics Group and British Consul will present papers on topics of political and economic interest. The conference is sponsored by the European Union Center at the University of Oklahoma, and co-sponsored by the British Politics Group and the British Consulate in Houston, Texas.
