22 APRIL 2004 - DAY ONE

23 APRIL 2004 - DAY TWO
9:00-10:30 am All delegates: Opening session. Keynote Speaker: Mr. Tom Garvey, Deputy Director General for Environment, Nuclear Safety and Civil Protection (retired).
10:30-10:45 am Break for refreshments.
10:45-12:45 pm Time should be set aside at the beginning of the following meetings to allow every delegate to introduce themselves and to outline their goals and objectives.
European Council: Introductions and opening statements. Supplementary questions may be asked by delegates for information, but no discussion or debate should occur until all delegates have been able to make their statements. Begin developing perspectives on elements of the constitutional treaty.
Councils of Ministers: Introductions and opening statements. In particular, foreign ministers should begin discussing progress on the Common Foreign and Security Policy, economics ministers on Economic and Monetary Union, and Justice ministers on human
rights and immigration policies. Begin developing institutional perspectives on elements of the constitutional treaty.
European Commission: The Commission should give priority at this session to developing institutional positions on elements of the constitutional treaty on economic, justice, and foreign policy issues, and should be sure to give them all equal attention. The Commission should reach agreement on its first round of positions in time for them to be distributed by the two Vice-Presidents to the Chair of the appropriate Working Groups by 2:15 pm at the latest.
European Parliament: Introductions and opening statements.
Elect a president and vice president(s) (i.e., Bureau of the EP).
Form cross-national ideological groups with similar goals and
values. The Parliament should begin developing
institutional positions on elements of the constitutional treaty.
12:45-2:00 pm Lunch and informal discussions. We recommend that delegations take at least 15 minutes to meet together to compare notes and discuss strategy.
2:00-2:15 pm Presidency, Commission president, and Secretariat: Organizational meeting.
3:00-3:30 pm Faculty advisors: Annual meeting.
2:15-5:00 pm Working Groups: Begin discussions on the draft of the Constitution
5:00-5:15 pm Presidency, Commission president, and Secretariat: Organizational meeting.
24 APRIL 2004 - DAY THREE
9:00-10:30 am Working Groups: Continue discussions on the draft of the constitution.
10:30-10:45 am Break for refreshments.
10:45-12:15 pm Working Groups: Continue discussions on the draft of the constitution.
12:15-1:30 pm Lunch and informal discussions.
1:30-1:45 pm Presidency, Commission president, and Secretariat: Organizational meeting.
1:45-2:00 pm All delegates: Vote on awards for best delegations and delegates. Ballots will be distributed and collected by Secretariat. All delegates are eligible for consideration, but no delegate should vote for themselves.
2:00-3:00 pm European Council: Session to discuss and agree final Conclusions of the Presidency and sign draft treaty on the constitution, which must be agreed by 3:00 pm. Chair: head of government of member state holding the Presidency.
Working Groups: Meet to finalize all remaining discussions and debate, and to provide clarification for the Council. Agree to final draft of constitution.
NOTE: The Secretariat will distribute to all delegates an evaluation form. We ask that you take time to complete this during the afternoon, and return it to the Secretariat during the closing session at 3:00pm.
3:00-3:30 pm All delegates: Closing session, announcement of draft constitution, Conclusions of the Presidency and presentation of awards.
