CBLC Meeting, November 14/2002

I.                    Welcome – Cynthia welcomed everyone to the meeting.

 

II.                 Subcommittees – Cynthia discussed having CBLC members join subcommittees that they would be interested in to address various issues related to IPV/SV in the Hispanic community.

·        One LCDA staff member will be in each of the subcommittees.

·        The subcommittees are:

1.      Immigration Legal

2.      Creating/Marketing IPV/SV awareness tools

3.      Cultural sensitivity training

4.      Culturally sensitive employment/readiness training

5.      Family issues

·        Each subcommittee will meet once a month and address the issue regarding IPV/SV and use the strengths identified in July CBLC meeting and to incorporate those strengths in order to approach the IPV/SV issue.

·        This is one way to start making things happen in YR 03.

·        Question: Is this on a volunteer basis?

·        Cynthia: Yes, it is up to you. As far as time is concerned, we can keep it on the same time each month and we can break into subcommittees.

·        Comment: There are items that cross-over involving law enforcement.

·        Cynthia: This need was identified by members of Latino community.

·        Comment: Law enforcement is involved in family issues, and in some ways it involves other issues as well.

·        Cynthia: There is law enforcement issue in every subcommittee. For example, how do you approach the issue with a victim to refer a victim to a place, and she speaks Spanish and she is afraid that they will deported. The issue is to enhance services for someone in that situation, so we can use professional expertise in that subcommittee, and the information can be used into program development.

·        Ruth: If time allows you, can be in as many committees as you want & meet every other week. Calling the members, scheduling, etc will be done by the LCDA staff member who is the member of the committee.

·        Comment: So we meet once a month as a subcommittee, and next month meet as a whole group, and seek everyone’s input, and disseminate findings and make recommendations, and meet the next month as a subcommittee. LCDA staff will be incorporating the findings in the services that will be provided. Linkage council meeting will be held at the same time.

·        Comment: Regarding law enforcement, if we want to add another section to the training academy, we have to have buyout from those who are receiving law enforcement training in the academy or in-service training for those who are already in the field.

·        Comment: We can put something together.

·        Comment: It really needs to be two way street, the people in the community through marketing need to know that there are certain things that law enforcement people have to do.

·        Comment: It is a major commitment of time and resources.

·        Ruth: You can write your suggestions as the subcommittee and hand it to us.

 

III.               Update on empowering the Hispanic/Latino women of the community.

·        Leah: Thanked people for participating in the vigil held by the LCDA and provided an update on the event. About 60 – 70 community members came and it was held indoors due to freezing temperatures and the rain, survivor testimony was given, and several women approached the agency for additional information.

·        Empowering the women meeting: Last October, 13 women and 30 children participated. What they want is to obtain information about childcare, car seats, and job information. There are 60 women and 34 children who are confirmed to attend next week. Trying to focus on their goals for the community and how they want to respond. Due to the response rate, the groups will be divided into two and each one will meet separately once every month. The next meeting of the women’s group is in December. Women cannot come if there is no one to watch the kids.

·        LCDA: There are events coming up. What works best is to work in the community is to get involve with the community. Some of the events that are coming up that you can be involved in so the community can get to know you as well. Christmas Party is being sponsored by McDonald’s who is donating toys and food, and entertainment.  Five hundred children are expected for this event. It’s on December 21st (Saturday) from 1:30 – 5:30 pm. Need volunteers for this event to help manage the event and to help arrange the event. It will be held at the Capitol Hill High School. There is a Decoration Committee. Four or five Christmas trees will be given to families after the event. Pictures – pictures will be taken at the event so looking for donations regarding films and time to take pictures. Also have registration form for people to participate in the event and only those with invitation will be able to attend. It will be a great way to meet the Hispanic community and for them to get to know you.

·        CBLC members agreed to put the list of members on the web.

·        LCDA announced that they have been awarded the VAWA grant which allows them to hire a translator to accompany Spanish speaking victims to shelters and fill out forms, and will be available to local agencies with whom the LCDA has agreements to provide translation.

 

IV.              Additional Announcements

·        The Police Association distributes 30, 15, and 10 seconds slots to television and radio during holiday season. Also providing crisis intervention training, and on mental health issues. Also will be doing more evidence based domestic violence training. May also become involved in developing train the trainer material at the national level and might be contacting LCDA for information regarding Hispanic culture.

·        There is a lot misunderstanding in families regarding applying to child care to help them to go to work.

·        Julie Massey: receiving certification programs and working on defining counseling and rehabilitation services. Also look at batterer intervention services and stand alone services.

·        Coalition Against Domestic Violence: the coalition has a time frame for training for collecting evidence for domestic violence and confidentiality. Also getting ready for a big conference with almost 300 people. Talked about VAWA funds.  Will go with other organizations into rural Oklahoma. This year the focus will be on children and abuser issues.
