Apparently, Dwight handled these letters for Kerr. There are names of governors and some state agencies that were not cataloged due to the subject matter or lack of numbers of items from a person or agency. Topics include the United States Indian Claims Commission, the Oklahoma budget, income tax in Oklahoma, Oklahoma Reconstruction (1939-1951), and Oklahoma politics and government. Dwight was special assistant to Kerr. This folder consists of responses from several governors to a letter Kerr had sent them asking them to support a federal bill calling for financing public works. Topics include Ben Dwight and finance of public works.

Dwight was special assistant to Kerr. Folders 13 - 15 consist of names, arranged by county, of servicemen who were killed in World War II. Topics include World War II and casualties in Oklahoma. Correspondents include Ben Dwight, the United States Navy Dept., the United States Selective Service System (Okla.)., and the United States War Dept.
