Elected in a special election in 1994, Frank D. Lucas (R-OK, 1994-) has a conservative voting record but with an eye to practicality. Because the Alfred P. Murrah Federal Building was located in Lucas’s district (before the 2002 redistricting), the congressman was a strong proponent of legislation, such as the 1995 antiterrorism bill, concerning the bombing.
