The Office of Budget and Financial Planning coordinates preparation of the annual operating budget, administers the operating budget according to approved policies, maintains a position control system that provides current salary, wage and position status information, prepares budget reports, prepares funding and expenditure scenarios to assist executive officers in determining subsequent-year budgets, assists administrative offices in identifying program goals and objectives and in coordinating the objectives with budgetary decisions, analyzes information from the office of the Oklahoma State Regents for Higher Education to determine proposed budget allocations and verify funding sources, provides information to the Office of State Finance, Oklahoma State Regents for Higher Education, and other external and internal sources as needed.

Bursar Services is the centralized billing and collection point for student accounts. The office posts charges and credits, disburses financial aid, receives payments and issues eBills for student accounts. Additional services include 1098T tax forms, student account itemizations, third-party billing, Perkins and institutional loan management, and military payment processing.

The Office of the Controller provides leadership and oversight for the University's primary accounting systems and financial reporting. Financial Services, Payroll and Employee Services and sponsored Programs and Services report to the Controller.  

Risk Management is the systematic process of managing an organization's risk exposures to achieve its objectives in a manner consistent with public interest, human safety, environmental factors, and the law. It consists of the planning, organizing, leading, coordinating, and controlling activities undertaken with the intent of providing an efficient pre-loss plan that minimizes the adverse impact of risk on the campus's physical and financial resources. The University of Oklahoma Office of Enterprise Risk Management is an important part of Administration and Finance, serving the Norman Campus. The Office of Risk Management is charged with developing, coordinating, and recommending risk management programs, policies, and procedures in loss prevention, property, and casualties to include on-campus accidents and injuries. The office is further responsible for the processing of claims and submission of all required reports. The office conducts business in accordance with the State of Oklahoma Office of Management and Enterprise Services Policies, as well as the Risk Management Division Rules and Regulations.

Research Financial Services provides post-award administration and financial support to principal investigators, project directors and sponsors.

Research Financial Services is responsible for all activities concerning external and internal audits of sponsored program expenditures and the resolution of audit exceptions. It is the office assigned the responsibility of assuring compliance of cost sharing, effort reporting, cost allowance, and both direct and indirect facilities and administrative cost allocations.

The Shared Business Services Center provides financial, travel, payroll and HR services to departments, focusing on excellent customer experience. As many departments have faced reduced staffing due to retirements and other factors, they may be challenged to sustainably provide exceptional service to faculty and students. The SBSC seeks to provide excellent support to departments, so they can more fully focus on mission-critical issues impacting students and faculty and less on administrative tasks.
