Monitor usage carefully. This is your job, not the carrier's. If nothing else, gather statistics from router and FRAD interfaces on ingress and egress rates, traffic marked Discard Eligible, congestion reports and local loop transmission errors. If you're serious about your frame relay backbone, invest in probe technologies that sit on your side of the network and keep historical data on frame relay traffic.
