Alexander was born in Russia, graduated from St. Petersburg State University in 1977, and worked at the Main Geophysical Observatory. In 1992, he moved to the United States and started working at NSSL as an NRC postdoctorate. In 1995, he joined CIMMS and has since continued with CIWRO.

Alexander has authored 2 books and numerous publications throughout his tenure.
