DoD should begin to implement the Internet as a standard part of all multi-phase public affairs campaigns in order to communicate information to its population. This paper proposes that to properly prepare and plan for future DoD program changes or policy implementations, the department should conduct a survey of Internet usage among its members. The results should be analyzed to determine the extent and methods people make use of the Internet for receiving and disseminating information.  

Based on the survey’s empirical evidence, DoD can plan a web page on any program or policy well in advance of its announcement to ensure service members receive accurate information from the Internet. In addition, DoD web page designers should construct sites that ensure easy Internet access with up-to-date information that is easy to read and provides a pleasurable and inviting Internet experience.
