Foreign Government Influence in University Research

Date Recorded: March 1, 2021

Presented by Andrew Reader, Executive Director of the Office of Export Controls and Secure Research Operations, University of Oklahoma.

Global research and technological competition have expanded the range of concerns and the level of risk for the integrity of university research. While international collaboration adds value in many ways to the scientific enterprise, it also creates the possibility for improper foreign government influence, ranging from the misdirection of research to the actual theft of data, ideas, and intellectual property. This presentation, hosted by OU Export Controls and Secure Research Operations, will address foreign government influence by discussing:

  • What activities are associated with Foreign Government Influence
  • What are some methods of collection of research/IP
  • Red flags
  • What can motivate researchers to take part
  • Risks to the researcher and institution
