OU-Tulsa Police Department

The OU-Tulsa Police Department has a force of 9 Police Officers, 6 CLEET certified Security Officers, 1 Security Manager, 1 Staff Administrator, and 4 Police and Security Dispatchers. 

OU-Tulsa is committed to providing the best possible police and security services for students, employees, patients and property. The Schusterman Center Campus, Family Medicine Clinic, and the Tisdale Clinic are patrolled and/or monitored 24 hours each day, 7 days a week via the following methods:

Services

Dispatch Office

The OU-Tulsa Police Department’s Dispatch Office is located at the south entrance of the administration building. From this office, we take emergency and non-emergency calls, perform camera surveillance, control the fire safety system, and oversee the building access system. In addition, we distribute parking permits, provide directions, and house the campus lost and found. This area is manned 24/7.

Crime Prevention

OU-Tulsa is committed to providing the best possible Police and Security services for students, employees, patients and property. Crime prevention methods include:

  • Campus foot patrol by uniformed Police and Security Officers.
  • Campus vehicle patrol by uniformed Police and Security Officers.
  • Campus bicycle patrol by uniformed Police and Security Officers.
  • Building computer security systems including access control.
  • 24-hour video surveillance.
  • Well-lighted parking areas.
  • Escorts on request. This service is encouraged, especially during hours of darkness or after normal operational hours.
  • The campuses are patrolled and monitored 24 hours and 7 days a week.

Escorts

If you feel unsafe walking to your vehicle or to a building, the OU-Tulsa Police Department will provide an escort upon request.  This service is encouraged, especially during hours of darkness or after normal operational hours.

Vehicle Assistance

Our officers provide vehicle assistance to OU-Tulsa students, faculty, staff, and visitors. We are able to provide assistance with stalled vehicles, however, we are unable to unlock your car.

Lost & Found

Lost and found items can be turned in to the Dispatch Office. Items are logged and kept for 60 days.

Crime Reporting & Prevention

  1. If you are a victim of a crime of if you witness a crime:
    • On Campus
      • Call the OU-Tulsa Police Department at 918-660-3333
    • Off Campus
      • Call 911
  2. Obtain a Description:
    • Attempt to obtain a detailed description of the offender(s) including gender, age, race, hair, clothing, and distinguishable features. Also attempt to obtain a description and license number of any vehicle(s) involved. Note the direction of travel of any offender(s) or vehicle(s), and report these to the police.
  3. Preserve the Crime Scene:
    • DO NOT touch any items involved in the incident. Close off the area of the incident and do not allow anyone in the crime area until police and/or Security arrive.

Incidents of rape, acquaintance rape and other sexual offenses (forcible or non-forcible) should be reported immediately to the OU-Tulsa Police Department if the offense occurred on the OU-Tulsa campus.

Please call the Tulsa Police Department  if the offense occured off-campus.

Prompt reporting will help ensure the preservation of evidence and appropriate medical treatment. The police department will provide law enforcement and investigative services as requested by the victim.

Reports can also be made to the University, which can provide administrative assistance to victims of sex offenses and take disciplinary action against the offender, up to and including expulsion or termination, under the University's Sexual Misconduct, Discrimination and Harassment Policy.

An act relating to the Oklahoma Sex Offenders Registration Act; amending 57 O.S. 2001, Section 583, which relates to registration of convicted sex offenders with local law enforcement; modifying certain definition to include security and police of institutions of higher learning; expanding duties of the Department of Corrections to inform sex offenders of certain requirements; amending 57 O.S. 2001, Section 584, which relates to notification, disclosure of registry and duty to register; including requirement to collect information about enrollment and employment at schools; expanding certain definition to include security or police departments of institutions of higher learning; modifying language; and declaring an emergency. This amendment would require any person who becomes subject to the provisions of the Sex Offenders Registration Act, on or after November 1, 1989, shall be registered if the person:

  • Enrolls as a full-time or part-time student.
  • Is a full-time or part-time employee at an institution of higher learning, or
  • Resides or intends to reside or stay on any property owned or controlled by the institution of higher learning.

Among the provisions of this statute is a requirement for each local law enforcement agency (to include campus security) to make its sex offender registry available upon request, without restriction, at a cost that is no more than what is charged for other records provided by the law enforcement agency pursuant to the Open Records Act. The campus community will be notified by the OU-Tulsa Police Department as registrations are received.

Presently there is no charge for a copy of the registry at the Schusterman Center.

Sex offender information is made available to the public pursuant to Oklahoma Law, which requires all convicted sex offenders to register their current address with the local law enforcement agency. The law requires agencies to make that information available to the public.

The Oklahoma Department of Corrections provides a Sex Offender Registry for public viewing. Please remember that only offenders convicted after November 1999 will be included in the sex offender registries.

  • Person(s) loitering about at unusual hours and locations.
  • Person(s) running, especially if the person is carrying something of value.
  • Person(s) exhibiting unusual mental or physical symptoms. They could be under the influence of drugs or needing medical or psychiatric assistance.
  • Person(s) carrying property that might be suspicious, depending on the circumstances.
  • Person(s) going from room to room trying door knobs.
  • Person(s) going from door to door trying to gain access into a building.
  • Open or broken doors or windows.
  • Unusual noises-anything suggestive of foul play, danger or illegal activity.
  • Person(s) sitting in parked vehicles for an extended period of time.
  • Vehicles driving slowly in a parking lot at night.

What should you do?

  • DO NOT physically confront a suspicious person.
  • DO NOT let anyone into a locked room/building.
  • DO NOT block the person's access to an exit.
  • Call OU-Tulsa Police at 918-660-3333.
  • DO NOT touch or disturb the object or package.
  • Evacuate the area immediately.
  • Call the OU-Tulsa Police Department at 918-660-3333.
  • Follow instructions from emergency personnell.
  • Report to your supervisor.
  • Report to the OU-Tulsa Police Department at 918-660-3333.

Telephone harassment is both a nuisance and a crime. If you are a victim of telephone harassment, follow the steps outlined below:

  1. As soon as you realize the nature of the call, look on the caller ID if available. Write down the phone number indicated on the caller ID. HANG UP. Remain calm and replace the receiver on the telephone as you would for any call.
  2. DO NOT talk or try to discover the caller's identity.
  3. If calling persists, or if any call is obscene or threatening, call the OU-Tulsa Police Department. If off campus, call the agency within the jurisdiction you live in and report the activity.
  4. If calling persists, keep a time log of calls received, what was said by all parties, and a description of the voice.
  5. Notify Campus Security at 918-660-3333 or the Tulsa Police Department.
  • Lock your door whenever you leave your office for ANY length of time.
  • Secure your vehicle. Close all windows and lock doors.
  • Never prop open any door.
  • Protect all valuables in your office, such as wallets, jewelry, credit cards, cash and computers. Do not leave valuables or cash in plain view.
  • Protect your books and put your name in them. Do not leave them in public places.
  • Do not loan your keys to anyone.
  • Never put your name or address on your key rings.
  • Take all valuable items home with you during vacations.
  • When in a public place, keep valuable possessions out of sight. If you must leave an area for any length of time, take personal items with you.
  • Promptly report any thefts so a thorough investigation can be performed.

Personal Safety

Employee Assistance Program

The Tulsa campus has an Employee Assistance Program (EAP) which provides evaluation, counseling and referral for faculty, staff, residents and their families through a contract with a community service agency. Student services are provided on campus. Sexual assault and drug and alcohol abuse training programs are available periodically through the EAP. Sexual assault training is also included in the crime awareness program conducted by the OUHSC Police Department. For more information, contact Human Resources at 660-3190.

Personal Safety On and Off Campus

At home, in an apartment building, or on campus:

  1. Keep your doors locked.
  2. Never prop open outside doors.
  3. Do not hide keys outside of your home or apartment. Do not put your name or address on your keys.
  4. Avoid working or studying alone in a campus building.
  5. Never dress in front of a window. Close blinds or curtains after dark.
  6. If you are awakened by an intruder inside your home, do not attempt to apprehend the intruder. Try to get an accurate description of the intruder and then call the police.
  7. Any suspicious activities should be reported to the police immediately.
  8. There is safety in numbers--when leaving a building, walk in groups or at least in pairs, or call the OU-Tulsa Police Department for escorts provided 24 hours a day.
  9. If you are working late or on weekends, let the OU-Tulsa Police Department know.

Driving Safety

  1. Carry your car keys when approaching your vehicle so you can enter quickly.
  2. Always check underneath your car upon approach and in the rear seat for intruders before entering your automobile.
  3. Lock your doors and keep windows rolled up whenever possible.
  4. Drive on well traveled and well lit streets.
  5. Never hitchhike, and never pick up hitchhikers.
  6. If someone tries to enter your stopped vehicle, sound the horn and drive to a safe area such as a convenience store.
  7. If your vehicle breaks down, ask any person who stops to help to call the police. Do not allow any person access to you or inside your car. Roll down your window no more than an inch. Be aware that an accident may be staged to provide an opportunity to commit a criminal act.
  8. Leave enough room between your car and the one ahead so you can drive around it if necessary.
  9. Call ahead when driving to your home or apartment late at night and have someone watch you walk from your car to the residence.
  10. Avoid distracted driving (texting, telephone calls, etc.).

Walking & Jogging Safety

  1. Avoid walking or jogging alone, and try not to walk or jog after dark.
  2. Avoid dark or vacant areas. Walk along well-lit routes.
  3. Be alert to your surroundings. If you suspect you are being followed: Run in a different direction, go to the other side of the street and yell for help, or move quickly to a lighted area, a group of people, or if available, a telephone.
  4. Have your keys ready when returning to your residence. Keep your valuable items concealed and close to your body.

Policies

Possession, use, and sale of alcoholic beverages and illegal drugs are regulated by state law. The University has articulated a "Policy on Prevention of Alcohol Abuse and Drug Use on Campus and in the Workplace." The policy prohibits illegal use of drugs or alcohol in the workplace, on University Property, or as part of any University- sponsored activity. This and other policies are disseminated in the student and resident handbooks and in the faculty and staff handbooks and at the Human Resources Department in building 1. In accordance with state law, no one other than a commissioned law enforcement officer or armed security officer employed by the State of Oklahoma may carry firearms on campus.

Each person is responsible for his/her own behavior.

Tulsa facilities are normally open during conventional business hours. With the exception of the library, which remains open in the evening and on weekends, security hours begin when buildings are locked at the end of the normal business day and end when building alarms are deactivated and doors unlocked on weekday mornings. Academic and administrative buildings are usually locked no later than 7:30 PM.  The clinics are usually locked no later than 6:00 PM. Building alarms on the Sheridan and the Family Medicine Clinic are activated after the janitorial crews finish their work.

We recognize that there will be some need for after hour and weekend access to buildings. After hours and holiday access may be obtained by the use of a valid access card or by presenting your OU Student, Staff or Faculty ID card to the Security Officer at the Dispatch desk. Anyone working late or on weekends should notify the OU-Tulsa Police Department at 660-3900. 

The University of Oklahoma-Tulsa does not have campus residences.

The University of Oklahoma - Tulsa campus does not have off-campus organizations or off campus housing facilities.

Police and Security officers perform monthly fire extinguisher checks to ensure all fire extinguishers are properly charged. Police and Security officers monitor the premises for lighting problems or any other physical hazards and promptly submit work orders as needed to the operations department for repairs or replacements. The campus buildings are equipped with card key access and door alarms that are monitored by dispatchers. The Campus is equipped with surveillance cameras located in strategic areas and monitored 24 hours and 7 days.

The OU-Tulsa Police Department has a good working relationship with all neighboring police agencies.   We work with and assist the Tulsa Police Department, Tulsa County Sheriff's Department and the Oklahoma Highway Patrol as requested or needed.

The University of Oklahoma Police Department (OUPD) on the Norman and Health Sciences Center Campuses, in consultation with their campus Vice President of Administration and Finance or his/her designee and the OU-Tulsa Police Department on the Schusterman Center campus in consultation with the OU-Tulsa president or his/her designee, are responsible for issuing Timely Warnings and Emergency Notifications to the campus community. The OU-Tulsa Police Department will continuously work and coordinate with local, state and federal law enforcement agencies.

Anyone with information warranting a Timely Warning, Emergency Notification or activating the University’s emergency communications system should report the circumstances to the OU-Tulsa Police Department immediately.  The University will issue warnings or notifications as appropriate to keep the campus community informed about safety and security matters on an ongoing basis and to prevent similar crimes from occurring.  The decision to issue a Timely Warning or Emergency Notification shall be decided on a case-by-case basis in compliance with the Clery Act and considering all available facts.  The notification shall, in the first instance, be based upon whether the crime is considered a serious or continuing threat to students or employees and the possible risk of compromising law enforcement efforts.

Timely Warnings:  Timely Warnings are usually issued for crimes to persons or property, including: arson, burglary aggravated assault, criminal homicide, motor vehicle theft, and robbery and sex offenses.  Timely warnings also may be issued for other crimes as deemed necessary.  Upon receipt of all relevant information, such warningwarnings will, as circumstances warrant, will be issued in a manner to best protect the campus community.

Emergency Notifications:  The University of Oklahoma will immediately issue an Emergency Notification to the campus community upon the confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or staff on campus.  Warnings may only be withheld if they would compromise efforts to contain the emergency.  Confirmation of an emergency means that the OU-Tulsa Police Department and other University officials, as appropriate, will gather and analyze reported facts to verify that a legitimate emergency or dangerous situation exists.

Procedure:  When a determination has been made that a Timely Warning or Emergency Notification is appropriate, OU-Tulsa Police Department, Public Affairs and the President’s Office will take all appropriate steps to ensure timely notification of the campus community including, immediately contacting the Assistant Vice President for Public Affairs or hi/her designee to allow for appropriate media distribution.  Options for notifying students, faculty and staff include the University’s Emergency Communication System.  Additional methods of distribution may include, as appropriate:

  1. Contacting the local media for immediate distribution;
  2. Issuing a campus wide e-mail of the Timely Warning of Emergency Notification; and
  3. Posting the warning on OU-Tulsa’s website.

Such warning(s) and notifications may include, but are not limited to the following information: type of crime, date, time and location of crime as well as available suspect information.

Emergency Procedures & Reports

Campus Crime Log

The OU-Tulsa Police Department maintains a daily crime and incident log containing the nature, date, time, general location, and disposition of crime and incidents that occur on campus. This log is open for public inspection upon request, except where disclosure of such information would jeopardize the confidentiality of the victim, or if there is clear and convincing evidence that the release of such information would jeopardize an ongoing criminal investigation, or the safety of an individual, cause a suspect to flee or evade detection, or result in the destruction of evidence.


Crime Reporting Policy Statement

The OU-Tulsa Police Department prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report can be located on our Web Site. You will be able to connect to our site via the OU-Tulsa Home page. This report is prepared in cooperation with the Police agencies surrounding our main campus and our alternate sites. To comply with the act, we collect crime statistics from the Tulsa Police Department's crime mapping website for campus property owned and controlled by the university, or public property immediately adjacent to campus. Local police agencies where The University of Oklahoma-Tulsa property is located or is nearby provide statistics for the property and a radius around the property requested. These statistics may also include crimes that have occurred in private residences or businesses and is not required by law. The University does not recognize any off campus fraternity or sorority houses. Likewise, student organization recognition does not extend beyond the University, and student organizations are not recognized to engage in activity off-campus.
